The decal fee is $24.00 for cars and trucks and $12.00 for motorcycles. 

Certain decals are distributed without charge. They are:

• Non-Virginia military persons (vehicle must be 100% owned by Non-Virginia military personnel) - free
• Transfer to new vehicle – free
• Disabled with permanent plate – or placard – free
• Disabled with placard – one free
• Certain fire and rescue volunteer vehicles – free
• Other special vehicles including, but not limited to antiques, government, daily rental and medal of honor – free
